Governor Brown has proposed a budget for 2011–2012 that makes such severe cuts to services for people with developmental disabilities that the basic rights guaranteed in the Laterman Act are at immediate risk.

In 2009, the California State Legislature and the Schwarzenegger Administration enacted devastating changes to the Lanterman Developmental Disabilities Services Act. They reduced the legal rights and services for people with developmental disabilities in California and seriously eroded the historic and unique promise of the Lanterman Act for all of California's citizens with developmental disabilities.
